In his first opinion he assumed that the Ligue was not engaged in the conveyance of correspondence, but in the conveyance of baggage only, and upon that assumption, he reported that the Ligue was not employed in execution of Articles I and II of the Convention to be within the scope of Article V.
5. The French Ambassador, when informed of this opinion, remonstrated against it, and a further opinion of the Queen's Advocate was conveyed in a letter from Lord Clarendon to the French Minister, a copy of which is inclosed for your information.
